What's this thing the in exhaust?

So I pulled the muffler off to get some space to remove the center stand. I saw this thing stuck in the end of the header. Sees like it would be awfully restrictive. Is it supposed to be there? Any downsides to removing it?

Aftermarket DB Killer (noise reducer). if you have a stock exhaust remove it
