Thanks for the follow up. i am thinking about getting a can of DupliColor Victory Red. i read that its a decent match for Ferrari Red, which ought to be close to my red tour. MIght go with the primer and clear coat just to go all out. Most of the tank is peeled off, but I will proabably just sand it down where it happens to still have a good hold.

The next thing I need is the rubber gas filler gasket. The dang thing must have stayed behind at a fill up once upon a time. Is this something used on any other bikes?

look at the fuel cap on a buell blast or some of the moto guzzi models they use the same key and lock sets
the guzzi late 1990's models and the maybe a ducati or ktm with an aerocibeus plastic tank

Not much new over there. Krylon Fusion gets the most mentions. Others used PlastiDip spray on (pretty good for off road...not so much for a street bike...looked kinda "lumpy").
A couple of guys that still had significant tank peeling after repainting fabricated a lightweight fiberglass shroud for the tank. "Peel and Stick" as such. Painted to match, no further problems with peeling.
I'll continue with the Fusion.

Well, you talked me out of taking it in for pro paint. I spent the first day that it has mostly not rained prepping, priming and painting the tank. I ended up using Duplicolor Victory Red, left the tank on and masked everything. Much better than the disastrous look with all the paint peeled off. Will probably buff it in a bit and put more clear coat once the whole thing cures a bit. Thanks for the inputs and suggestions.

That did turn out nicely. Buff and clear will be even better.
Mine was repainted by the PO, no Skorpion stickers...gonna have to find or make up a set.
My daughter is going into Graphic Design...maybe a class project..
