etz 251 saxon Tour rear shock bolt

recently acquired a 1994 saxon Tour, been a bit bodged up, but gradually getting there. Last owner had fitted a rear carrier which wasn't a great fit and disposed of the side fairing panels in the process. I unbelievably managed to source a used set but when trying to fit found he had used "make do" bolts through the top rear shocks so cant fit the fairing panels as it appears there must be a special fitting to enable you to tighten the shocks up and attach the panels.
On reading this I know what I mean but dont think i've made it very clear. If you do understand, any ideas?
