Its an older 250cc 2-stroke Yamaha, the pic is taken (not by me) on a lake in my hometown in Sweden some years ago when there was an Ice Roadracing track open. For more info and pictures/videos see http://www.iceroadracing.net/

If you google "Ice roadraing" you'll find that there is a lot of similar activity both in Europe and US/Canada (MX and road bikes)
